If you see the above message, the resolution is to check the Active Directory Users and Groups entry "Exchange Organization Administrators" group which is likely to be blank and it looks like this only happens on a domain upgrade, not a fresh install.

Exchange service pack 1 has now been released. Beware of receive connectors without correct server names, other than that, please install (terms and conditions apply).
