Rithmatic

The BBC quotes:
"Adult skills scheme 'on target'

People are most likely to choose to improve their literacy
A £5bn scheme to boost the literacy and maths skills of 2.25m adults in England by 2010 is on target, a watchdog says." (Source: http://news.bbc.co.uk/1/hi/education/7438483.stm)

In fact, 3 ministers worked out they were not on target, 1 minister worked out that they *were* on target but the collective decision by the 8 of them was that the ratio meant they were on target.

Obviously though that was only after they had done their expenses.
